There was only one thing missing from the 29th annual Border Governors Conference: Three United States governors. Only one of the four American governors whose states share a border with Mexico — Gov. Susana Martinez of New Mexico — attended the conference. The other three — Gov. Rick Perry of Texas, Gov. Jan Brewer of Arizona and Gov.
