Here is a good argument for U.S. responsibility for the Mexcian cartels. However, it only concludes that the U.S. needs to improve control of cross-border arms shipments, money laundering and implementation of the Merida Initiative. It says nothing about changing U.S. "whack-a-mole" drug policy, which is at the root of it all.
