U.S. - Mexico Relations: Three Governors From U.S. Skip Meeting With Mexican Governors

Susana Martinez of New Mexico — attended the conference. The other three — Gov. Rick Perry of Texas, Gov. Jan Brewer of Arizona and Gov. Jerry Brown of California — said their schedules prevented them from attending. "
