Rule of Law: Calderon says government is addressing prison crisis
Milenio: " President Felipe Calderon said that in some states of the Republic, such as Tamaulipas and Nuevo Leon, "where their prison systems are in crisis", new prisons are being built. ...The president said that the majority of a dozen of these new prisons will be nearly ready this year."
